Key points at a glance
- For German exports to the United Kingdom via Calais, companies should indicate the Calais Port Tunnel Bureau, FR620001, as the customs office of exit and ensure that the goods are also presented there.
- For border crossings via the French Smart Border system, an Enveloppe Logistique Obligatoire, or ELO, has been mandatory since 20 April 2026.
- If the German exit endorsement is still missing, the export can be completed through the ATLAS inquiry procedure using alternative proof.
- The topic is especially relevant for German exporters because the missing exit endorsement affects ATLAS export procedures and VAT proof for tax-exempt export supplies.
Why are exit endorsements missing for German exports via Calais?
When goods declared in Germany leave the EU, the customs office of exit electronically confirms the exit to the German customs office of export. The German customs office then sends the exit endorsement to the declarant. In ATLAS, this is the Export Notification message, E_EXP_NOT.
For German export declarations where the goods leave via France, this confirmation is sometimes missing. The problem has been known for several years. ITZBund first reported on it in 2021 and most recently addressed it again in May 2025 with ATLAS Info 0786/25.
According to the latest information, a significant proportion of these cases concerns German exports to the UK via Calais.
Why is the exit endorsement important?
The exit endorsement formally completes the German export procedure under customs law.
At the same time, it serves as proof for VAT purposes. Like an alternative exit endorsement, it can be used as evidence that the conditions for a tax-exempt export supply have been met under Sections 9 and 10 of the German VAT Implementation Regulation, the UStDV.
If the German exit endorsement is missing, it becomes harder for companies to prove the VAT exemption to the tax office. Open export movements should therefore not be left unresolved.
Which customs office of exit should be used for German exports to the UK via Calais?
There are two customs offices of exit in Calais. For German exports to the United Kingdom, ITZBund recommends using the Calais Port Tunnel Bureau.
| Customs office | Code | Recommended for exports to the UK |
| Calais bureau | FR000740 | No |
| Calais Port Tunnel Bureau | FR620001 | Yes. Responsible for tunnel and ferry traffic and the location of the Smart Border |
It is not enough to enter FR620001 in the export declaration. The presentation for exit must also actually take place there, both in the system and physically.
This should be coordinated in advance with the freight forwarder and driver. If the customs office entered in the declaration and the actual place of presentation do not match, the risk of missing exit confirmation remains.
What role does the ELO play?
Since 20 April 2026, the French customs administration has required an ELO for each transport unit using the Smart Border system.
ELO stands for Enveloppe Logistique Obligatoire. It consolidates all customs declarations for a truck under one barcode, which is scanned during check-in at the tunnel or ferry terminal.
There is exactly one ELO per transport unit. Without it, ferry or shuttle operators may refuse transport.
For German exports to the UK via Calais, the ELO is therefore an operational requirement at the French border. The missing exit endorsement issue, however, remains an ATLAS-related problem for German export declarations, because the German export process depends on receiving the electronic exit confirmation from the French customs system.
Key deadlines
| Deadline | What happens |
| 20 days after submission | The company can initiate the procedure itself if alternative proof is available |
| 90 days after release | Customs automatically initiates the inquiry |
| 60 days after receipt of the request | Deadline for the company to respond |
| 150 days after release | End of the submission period. Without proof, the export is declared invalid |
Which forms of alternative proof are accepted?
Accepted alternative proof may include:
- import customs clearance documents from the third country
- signed or authenticated transport documents, such as bills of lading
- freight forwarder’s certificates
- evidence from the company’s own tracking systems, provided the required minimum information is included
- delivery notes signed by the recipient in the third country
Invoices and payment receipts are not sufficient.
For holders of an AEO authorisation, the procedure is simplified. They do not need to submit the proof directly, but must keep it available. The export can then be confirmed automatically.
Practical recommendation
Secure alternative proof immediately after the border crossing, not only when the customs request arrives.
This is especially important for exports via Calais where the electronic exit confirmation may not be transmitted correctly. Waiting until the inquiry procedure starts can create unnecessary pressure and may make it harder to collect the required documents.
However, if you are already dealing with open export movements or missing exit endorsements, please contact us directly. One of our customs experts can review the case with you and guide you through the next steps.
How German exporters can reduce the risk?
German exporters using Calais should review the process with their customs team, freight forwarder and driver.
The most important steps are:
- enter the Calais Port Tunnel Bureau, FR620001, as the customs office of exit
- ensure that the goods are physically presented at the same office
- prepare the ELO correctly before the vehicle reaches the tunnel or ferry terminal
- brief drivers and freight forwarders on the required process
- secure alternative proof immediately after exit
- monitor open export movements in ATLAS and act before deadlines expire
Exports from Germany to the United Kingdom via Calais remain operationally sensitive. Even if the goods arrive in the UK, the German export procedure is not fully closed until the exit endorsement or alternative proof is available.
Gerlach Customs handles thousands of exports from Germany to the UK and has experienced teams in Germany and France. We support exporters with the correct export declaration, Calais routing, ELO-related process coordination and open cases in the ATLAS inquiry procedure.
