Key changes to export procedures

The new guidelines will result in the elimination of certain simplifications currently mentioned in Articles 166, 179, and 182 of the Union Customs Code. This means that moving forward, customs clearance for exports will only be possible under the standard procedure. Here’s what you need to know about the standard procedure:

  • Direct Clearance at Customs Office: All export goods must be presented directly at the customs office.
  • Recognized Locations: Alternatively, customs clearance can be carried out at locations recognized by the exporter or agency, provided these locations are acknowledged by the customs authority as suitable for presenting goods.

No changes to local jurisdiction provisions

It is important to note that there have been no changes to the provisions regarding local jurisdiction in exports. Customs clearance can still be performed at the customs office or at a recognized location based on the exporter’s registered office or the place where the goods are loaded onto the means of transport.

Impact on customs clearance duration

These new regulations may have a significant impact on the time required for customs clearance. Specifically, it’s important to consider the following:

  • Limited Operating Hours: In some customs offices, customs clearance will not be available around the clock. This includes limitations on Saturdays, Sundays, and holidays.
  • Logistic Processes: Businesses should take these potential delays into account when planning their logistics processes to avoid disruptions.
