A.TR

The A.TR. is a movement certificate (a so-called “formal proof of preference”) for goods traded between the EU and Turkey (bilateral).

An A.TR. can be issued for trade in industrial goods (except agricultural and ECSC products) with Turkey. The A.TR. is only valid if the goods are in free circulation in the EU or Turkey and are transported directly from a member state to Turkey or vice versa.

All goods for which an A.TR. certificate can be issued are generally exempt from customs duties and taxes.
The A.TR. form is completed by the exporter or their service provider and checked for accuracy and certified by the competent customs office before the goods are exported. It is also possible to issue the certificate retrospectively.
